The evaluation of the Rhineland-Palatinate Energy Agency was carried out by the IZT on behalf of the Ministry of Economic Affairs, Climate Protection, Energy and Regional Planning. It covered the first two years (1 July 2012 to 30 June 2014) since the Rhineland-Palatinate Energy Agency was founded. The evaluation included an online survey of more than 2,000 stakeholders in the energy transition, primarily in Rhineland-Palatinate.

Three main questions were formulated for the evaluation of the Rhineland-Palatinate Energy Agency (EA RLP):

  • What impact have the activities of the EA RLP had?
  • How are the EA RLP and its activities perceived by its target groups and the public?
  • To what extent are the corporate strategy and structure of the energy agency suitable for accomplishing tasks and achieving goals?

Recommendations for the future work of the EA RLP were derived on the basis of the analysis. The approach was based on a mix of qualitative and quantitative methods:

  • Literature and document analyses
  • Online survey of more than 2,000 stakeholders in the energy transition, primarily in Rhineland-Palatinate
  • Expert discussions, in particular with representatives of associations and organisations, as well as technical discussions with committee members and EA RLP employees.

The results were presented to the public at a press conference in February 2015.
