On the basis of a cross-sectional analysis of around 150 model and relevant research projects from the last ten years by the major research providers in this field (BMVBW/BBR, BMBF, state ministries, etc.), those cost strategies, measures and fields of action were identified that are suitable for facilitating both a permanently adequate and affordable housing supply and easier home ownership for broad sections of the population.

The cost strategies were categorised in terms of their relevance to the pursuit of housing policy objectives in three steps: Firstly, the cost impact of the approaches was categorised according to structure, level, function and applicability. This was followed by a weighting of the cost-effectiveness of the approaches in order to contrast this assessment with the future challenges for cost-effective construction in the final step. The results were presented to the partners of the "Cost-effective, quality-conscious construction" initiative launched by the Ministry of Construction and discussed with them.

These results and "good practice examples" were presented at a major specialist event later in the project, published in a book and a CD-ROM and made available on the Internet on the IEMB's "Cost-effective, quality-conscious construction" competence centre website.
