Market surveillance authorities in the federal states randomly check whether electrical appliances bearing the energy efficiency label actually have the specified efficiency class and whether the label is displayed correctly. The Federal Institute for Materials Research and Testing (BAM) launched the "Support for market surveillance" project to improve the testing methods for extractor bonnets, tumble dryers, air conditioners and heat pumps.

The project objective was to carry out the tests faster, more cost-effectively and in a tamper-proof manner. The project was also intended to strengthen consumer confidence in the efficiency label. Thus, the Federal Ministry of Economics ultimately intended to reduce energy consumption. The IZT evaluated the project in terms of goal achievement, effects and cost-effectiveness. The evaluation took place ex ante, concomitantly and ex post.
