Evaluation of the project "Market Monitoring Support" in the framework of the National Action Plan on Energy Efficiency (NAPE)
The IZT evaluated the project "Market Monitoring Support", which is part of the National Energy Efficiency Action Plan.
Market surveillance authorities of the federal states randomly check whether electrical appliances bearing the energy efficiency label actually have the stated efficiency class and whether the label is displayed correctly. In order to improve the testing methods for cooker bonnets, tumble dryers, air conditioners and heat pumps, the Federal Institute for Materials Research and Testing (BAM) launched the project "Supporting market monitoring".
The project objective was to carry out the tests faster, more cost-effectively and in a tamper-proof manner. The project was also intended to strengthen consumer confidence in the efficiency label. Thus, the Federal Ministry of Economics ultimately intended to reduce energy consumption. The IZT evaluated the project in terms of goal achievement, effects and cost-effectiveness. The evaluation took place ex ante, concomitantly and ex post.
