In December 2000, the IZT was commissioned to provide scientific and organisational support for Brandenburg's interdepartmental state initiative BIS 2006. Although the work is interdepartmental, it has been assigned to the Ministry of Economics since 2000.
The coordination secretariat itself was co-financed by the EU. The EU provided funding and methodological support to structurally weak regions through the RISI (Regional Information Society Initiative) programme.
The main objective in the second project phase was the coordinated implementation of the fields of action and measures outlined in the strategy and action plan. The support provided by the IZT consisted of preparing the interim report on the status of implementation of the Brandenburg Initiative for the EU funding body. This involved researching the specific formal and substantive requirements of the EU on the one hand and systematically preparing the documents on the other. Furthermore, the course of the measures was recorded and documented through numerous interviews with the client. In addition to the German-language version, an English-language version of the activity report was prepared.
The interim report was the basis for the allocation of the second tranche of EU funds for the entire project.
In mid-2001, work centred on supporting the application for funding for "innovative ERDF measures". The specific formal and content-related requirements of the EU were researched and large parts of the application text were drawn up. In addition, the main features for the evaluation of the project were developed, which led to the IZT acting as the applicant and member of the programme management group. The application itself was successful. As a result, the state of Brandenburg successfully asserted itself in the tough competition for EU funding, as 103 other European regions had submitted applications. The innovation programme, which ran from January 2002 to December 2003, had a total volume of EUR 5.45 million.
