Abstract

For the implementation of the guiding principle of "sustainable development" (UN document "Agenda 21"), a goal-oriented practice is required. This is still insufficient and in realpolitik it is clear that the approaches to solutions so far are not sufficient to cope with the manifold local and global problems. Only a few, but by no means unimportant, steps have been taken so far to tackle the profound changes required at all levels of human interaction and interaction with nature. This applies above all to the level of municipalities and cities and their Local Agenda 21 (LA 21) processes. The first section of this workshop report deals with a central element of LA 21. These are exemplary projects (lead projects), such as those promoted by the "Projektagentur Zukunftsfähiges Berlin" of the IZT: Since 1999, 98 LA 21 projects have been supported with funds from the Stiftung Deutsche Klassenlotterie (lottery funds). The second chapter presents an evaluation of selected LA 21 projects conducted by two external experts. It is based on a systematic survey of the project actors and shows, among other things, that more than 40,000 Berliners have been reached by the funded projects and that many other positive effects, such as the qualification of actors and the acquisition of third-party funds, have been achieved. It was even possible to generate a multiple of the "invested" funding through the mobilisation of various resources. In the concluding third section, perspectives for LA 21 activities are discussed and concrete suggestions for Local Agenda 21 in Berlin are formulated.
