Abstract

Preparation of the content for public participation as part of the update of the national clean air programme. This final report documents the results of the scientific impact assessment, their simplification for general understanding and their target group-specific communication for the subsequent clean air measures:

  • Mandatory requirements for the application of farm fertiliser
  • System-integrated measures in the barn and warehouse
  • Reduction in the number of animals
  • Excess nitrogen release
  • Expansion and strengthening of the environmental network
  • Promotion of electromobility
  • HGV toll
  • Car park management
  • Speed limit on motorways and other roads outside built-up areas
  • Amendment to the 13th BImSchV for selected fuels other than coal (stationary firing)
  • Accelerated phase-out of coal-fired power generation by 2030

The assessments of these measures are preceded by general and cross-measure information on scientific impact assessment, the generally understandable translation of impact assessments and the general requirements for successful communication. There is also cross-measure and source group-specific information on impact assessment, appropriate simplification and communication for the source group areas "Agriculture", "Transport" and "Stationary combustion plants".
