Abstract

How can cost and energy saving potentials be tapped in municipal energy management (KEM)? What opportunities do new information and communication technologies offer here? Based on an analysis of the activities of more than 90 German municipalities, interviews with more than 50 actors in energy management in Germany and a written survey of 44 municipalities, obstacles and success factors for municipal energy management are identified. Two basic strategic approaches in KEM with different telematic applications are characterised. Concrete options for optimising both strategies are developed.
