The Precautionary Principle in the Information Society. Effects of Pervasive Computing on Health and the Environment. Study by the Centre for Technology Assessment, TA Swiss.
Abstract
This publication series contains the results of studies conducted on behalf of the Centre for Technology Assessment (TA-SWISS) at the Swiss Science and Technology Council (SSTC). TA-SWISS aims to investigate the social impact of new technologies as comprehensively as possible. The aim is to assess the possible positive and negative influences of the technology on social, political, economic and ecological systems and processes. In order to fulfil this task, the SSTC appoints a steering committee consisting of experts from science, industry, politics and NGOs (non-governmental organisations), which defines the relevant topics and questions to be dealt with by TA-SWISS. After a pilot phase of four years, the Federal Council and Parliament mandated the SSTC to continue TA-SWISS activities for the period 1996 to 1999. At the end of 1999, Parliament decided to institutionalise technology assessment. This is laid down in the Federal Law on Research of 8 October 1999. The material responsibility for the report lies with the authors
